Online procedures must reduce paperwork and costs for people

In a report sent to National Assembly delegates on the results of implementing resolutions related to the field of management, the Ministry of Science and Technology said that the focus of reforming online public services is to shift from digitizing paper records to exploiting and reusing data already in national and specialized databases.

According to this orientation, information already in the system will be exploited to pre-fill, check, compare or replace document components, helping people and businesses reduce declaration time, limit re-submission of documents and cut down on unnecessary operations.

Currently, a number of centralized administrative procedure handling systems have exploited the national database on population, business registration and specialized databases. However, the results are not uniform. There are cases where the system has connected data but the information has not been used throughout the processing process, so people still have to declare or re-provide documents.

To overcome this, the Ministry determines that the ability to exploit and reuse data must be tested on actual records before recognizing the official operating eligibility procedure. The evaluation does not stop at the technically connected system but also considers whether the data is actually used to reduce paperwork, declared information and manipulation by people.

Along with data reuse, the way to evaluate the effectiveness of online public services is shifting from the number of published services to the ability to complete entire transactions in the digital environment. This process includes submitting, receiving, processing and supplementing documents; data mining; payment, digital signature; issue, return electronic results and synchronize status.

According to the report, the rate of complete online applications is calculated based on the number of documents that actually complete the entire process in the digital environment compared to the total number of documents that handle administrative procedures. Thus, a service published online or a document submitted online is not enough to reflect the level of completion of the entire process.

The Ministry of Science and Technology has announced national standards for user experience quality for online public services, as a basis for assessing ease of use, accessibility, performance and user satisfaction.

However, according to the Ministry, the level of readiness of systems and procedures is not uniform. Some procedures have not yet been configured, fully tested, or do not have enough actual records for evaluation. There are still problems connecting specialized software, payment, digital signing, decentralization of processing rights and synchronization of file status at some agencies.

To determine operational capabilities, the Ministry has guided a set of evaluation criteria including 3 groups with 17 criteria for the information system handling centralized administrative procedures and each procedure. The ability to connect and exploit data according to Resolution 66.7/2025 is one of the evaluation conditions.

In the coming time, the Ministry of Science and Technology will continue to review the readiness level of each procedure and each locality. Ministries and ministerial-level agencies are requested to complete the list of procedures that are sufficient and not eligible for operation, compare procedure codes, criteria, evidence and test results before official implementation.

According to the plan outlined in the report, the transition to a centralized system must be controlled and not disrupt services. Qualified procedures will be provided on a centralized system; Procedures that do not meet the conditions will continue to be resolved according to the plan that is operating stably during the transition period.

In particular, received documents must be processed until completed, without requiring people or businesses to resubmit just because of system changes.

The Ministry of Science and Technology is also coordinating with the Ministry of Public Security to standardize and connect data from the National Public Service Portal and systems for handling administrative procedures into the system for monitoring and measuring the level of provision and use of digital Government services (EMC). The goal is to form a unified data source to monitor and evaluate online public services in real time, gradually replacing manual reporting and reducing duplicate reporting.
