How to notify stay on VNeID when someone stays overnight


(Dan Tri) - People can notify their stay right on the VNeID application when someone stays overnight at home according to new regulations effective from July 1.

According to Clause 6, Article 2 of the Law on Residence 2020, sojourn is when a citizen stays in a place other than his or her permanent or temporary residence for less than 30 days.
From July 1, new regulations on notification of stay officially take effect, clarifying the responsibility for notification of stay when someone stays overnight at a private home, accommodation facility or places with an accommodation function.

Relatives and friends come to the house to stay overnight, the homeowner must notify them of their stay (Illustration: D.T).
Specifically, according to Law No. 118/2025/QH15 amending and supplementing a number of laws related to security and order, Article 30 of the Residence Law is amended to: When someone stays overnight, household members are responsible for reporting their stay to the residence registration agency.
This regulation also applies to representatives of medical treatment facilities, tourist accommodation establishments, owners or people assigned to manage vehicles, and other accommodation establishments. In case a person comes to stay at the residence of an individual or household but the individual or household member is not present at that place, the person coming to stay is responsible for notifying the stay.
The person responsible for notification must do so before 11 p.m. on the start date of stay. If people arrive after 11 p.m., the notification must be made before 8 a.m. the next day.
Decree 282/2025/ND-CP stipulates that individuals who do not comply with regulations on notification of stay and declaration of temporary absence may be warned or fined from 500,000 VND to 1 million VND.
For accommodation establishments, collective housing, medical treatment establishments, tourist accommodation establishments, accommodation establishments in industrial parks and other establishments, the fine level is determined according to the number of people whose stay is not notified. Specifically, failing to notify 1 to 3 residents will result in a fine of 2-4 million VND; From 4 to 8 people were fined 4-8 million VND; 9 or more people will be fined 8-12 million VND.
According to regulations, notification of stay can be made directly at the residence registration agency, through the residence registration agency's phone number, through the residence registration agency's email, through the public service portal or through the VNeID application.
In particular, reporting stay through the VNeID application is a convenient, fast method that can be done anywhere. Citizens or homeowners can declare residence information through the VNeID application according to the steps below:
- First, open the VNeID application on your smartphone, then log in to your electronic identification account.
- From the main interface of the application, select "Administrative procedures", then click "Residence notification" in the list that appears.

- Click on the “Accommodation” option, select “Create new request” to continue.

- In the next interface, in the "Police agency" section, select information about the police agency in the province/city and commune/ward where you stay.
After selecting, the "Accommodation information" section will appear. Here, you select "Type of accommodation facility". In case relatives or friends come to stay overnight at home, select "Household".

- Next step, you accurately fill in relevant information such as "Accommodation facility name" (if it is a non-business household, you can enter "Household"), and detailed address of the place where you will stay.
After filling in all the details, click the "Continue" button, then click "Twitter confirm" in the dialog box that appears.
- After declaring information about the accommodation facility, the user presses the "Add resident" button at the interface that appears to declare information about the person who will stay overnight.
In case the resident is declaring residence information on VNeID, you can click on the option "The person notifying is the resident", immediately personal information will be fully displayed in the declaration frame without having to fill it out yourself.
If the owner of the accommodation facility is the one who is announcing the stay to others, you need to fill in all personal information in the corresponding box, select the reason and duration of stay, then press the "Save" button.
Note: Citizens need to enter the full start time of stay, including hours, minutes, days and months the resident will stay in their home.

You can continue to click "Add resident" to notify many different residents.
After adding the information of the residents, click the "Continue" button, then check the option "I accept legal responsibility for the above statement" and click the "Send request" button.

The responsibility to notify stay belongs to the homeowner, household member, representative of the accommodation facility... in case a person comes to stay at the residence of an individual or household and the homeowner or members of the household are not present, the person coming to stay is responsible for announcing their stay themselves.
