The government proposes to manage postal items according to risk level

The information was drafted by Minister of Science and Technology Vu Hai Quan on behalf of the agency in the report submitted to the National Assembly Standing Committee on the Postal Law (amended) project, on the morning of July 16.
One of the important policies of the Law project is to manage postal items according to risk level. The drafting agency analyzed the rapid development of e-commerce, causing the volume of postal items generated in the market to reach billions of orders each year. Under such conditions, applying the same management measures to all postal items is no longer appropriate, increasing social costs and affecting the efficiency of service provision.
Accordingly, postal businesses focus resources on high-risk cases, while minimizing unnecessary inspection and verification measures for regular postal items. According to the level of risk from low to high, the corresponding management measures applied are: providing identification information; check postage; authenticate information.
This is a modern approach, ensuring harmony between the requirements of ensuring postal security, protecting the legitimate rights and interests of organizations and individuals and facilitating the development of the postal market.
At the same time, the Government also proposed to tighten regulations on control of postal data, this is a requirement from the reality of the postal market in the new period.

The drafting agency said the output of postal items has increased rapidly, of which more than 90% are packages and parcels of goods, generating a large amount of data in the entire process of accepting, sorting, transporting and delivering postal items. Management methods mainly based on administrative reports and traditional inspections no longer meet the requirements.
The legalization of regulations on postal data aims to create a legal basis for connecting, sharing and managing based on data and managing risks, ensuring safety and security in postal activities. This policy aims to support the prevention and combat of smuggling, trade fraud, counterfeit goods, prohibited goods and promote the development of digital postal services.
National Assembly Chairman Tran Thanh Man said that the explosion of e-commerce has made the boundary between delivery and transportation, warehousing, and internal delivery of technology or passenger car drivers become extremely fragile. If management is too broad, considering all transportation activities as postal and applying postal licenses will overlap with the Road Law and create barriers to the sharing economy.
On the contrary, if relaxed, there will be gaps in postal security and loss of tax revenue. Therefore, he suggested that the Government define the definition based on the postal network instead of transportation behavior. Only services that have the process of collection, sorting, and classification through exploitation and delivery centers by address are covered by this law.
The National Assembly Chairman also noted the need for an effective customer identification solution to prevent smuggled and prohibited goods. He requested the verification and drafting agency to coordinate and complete the Law project, trying to ensure the conditions for submitting it to the National Assembly for approval at the meeting in early August.
