The government requires focusing resources on strategic technology

Deputy Prime Minister Ho Quoc Dung on October 8 signed Decision No. 1951/QD-TTg approving the Project to Restructure national science, technology and innovation programs for the period 2026-2035. Project to review valid national programs and update newly approved programs to avoid duplication of goals, content, products and resources.
The program system is organized into 6 groups: developing national science, technology and innovation potential; basic research; national key; national innovation; special country; and national number conversion.
Grouping aims to orient priorities, focus resources, increase connectivity and coordination at the national scale. The project does not give rise to new types of programs, intermediate management levels, records or administrative procedures; The authority to develop, evaluate, approve and manage the program remains unchanged.
One focus of the project is to focus resources on mastering core technology, strategic technology and developing strategic technology products. The national program group specifically targets large-scale goals, key projects, defense and security tasks and improving productivity and competitiveness of domestic products and services.
Strategic technology tasks include research, development, testing, completion, application and commercialization of technology; develop standards, technical regulations and conditions for domestic production. This group of programs applies investment, financial, specific management and risk management mechanisms according to legal regulations.
By 2030, the project aims to form at least 20 national key products and strategic technology products; Develop at least 20 technology-based enterprises, of which at least 5 enterprises have products participating in the global value chain. In the period 2031-2035, the goal is to commercialize on an industrial scale cumulatively at least 50 internationally competitive products; Develop at least 30 technology-based enterprises, of which at least 10 enterprises have products participating in the global value chain.
The project also sets a goal by 2030 to form 30 strong research groups meeting regional standards; 100% of programs within the scope of the project are monitored and evaluated on the national digital platform.

Bringing businesses into the commercialization process
Enterprises play a central role in applying, transferring, innovating technology and commercializing research results. Market needs and development practices are used to guide research and technology development activities. Core research institutes and universities in creating new knowledge, developing technology and training human resources.
The project encourages businesses to propose tasks, place orders, sponsor or co-sponsor, host or coordinate the implementation of science, technology and innovation tasks. The State will support throughout the process of putting research results into practice, from technology improvement, readiness assessment, intellectual property protection to transfer, product development and market expansion.
By 2030, at least 50% of ordering tasks must be led or coordinated by businesses, with counterpart capital reaching at least 40% of the total cost of these tasks. By 2035, the two respective rates are at least 60% and 50%.
Innovation in management, finance and evaluation
Project to shift program management to be based on goals, results, efficiency and impact; Promote decentralization, decentralization, autonomy associated with accountability. Resources are centrally arranged, prioritizing major problems, core technologies, strategic technologies and results that can be applied and commercialized.
The payment mechanism, post-audit and other financial mechanisms are applied in accordance with the specific characteristics of science, technology and innovation activities. Implementation resources include state budget, enterprise capital, socialization sources, international cooperation and other legal sources; The scheme encourages co-investment, co-financing and risk sharing.
Programs are evaluated according to the input, output, outcomes and impact framework. Evaluation results are the basis for adjusting goals, content, implementation mechanisms and resource allocation; Consider continuing, adjusting, consolidating or terminating the program according to authority.
The project takes effect from the date of signing, October 8, 2026.
