Proposal to form a national talent database

This is one of six breakthrough points in the draft National Strategy Project on attracting and appreciating talents in the new era, which is being consulted by the Government.

According to the draft, Vietnam will form a national talent database and network, connecting experts, scientists, businessmen, talented people in the country, Vietnamese people abroad and international experts.

This system is expected to be formed by 2030, contributing to policy planning, coordinating resources, creating an open, transparent and competitive mechanism in selecting talents to perform tasks of ministries, branches and localities.

The project was built with the perspective of developing and promoting the national talent resource to become one of the strategic driving forces for the country's development. Talent is identified as a particularly important resource, contributing to improving national competitiveness, developing new production forces, promoting science, technology, innovation, digital transformation and improving the effectiveness and efficiency of national governance.

The draft aims to create fundamental changes in discovering, attracting, appreciating and promoting talent; Create a favorable environment for talented people to develop their abilities, intelligence and desire to contribute. The strategy aims to effectively mobilize domestic talent, overseas Vietnamese and international experts.

By 2030, the draft sets the basic goal of forming a synchronous and modern system of policies and talent management mechanisms; Build a team of experts and scientists to meet the development requirements of strategic industries and fields.

Vision to 2045, Vietnam aims to become a country with high competitiveness in talent in the Asian region. At that time, talent becomes an important resource, contributing to turning the country into a developed, high-income country.

According to the Government Party Committee's report, the draft was built on the basis of innovative thinking on talent and national talent management. In addition to building a national talent database, the Strategy's breakthrough point is to create an overall framework to lead, direct, coordinate and organize unified implementation from central to local levels, overcoming the fragmentation and lack of connection of current policies.

The draft also proposes to develop a national criteria framework for talent and a criteria system for each industry, field and locality. Discovering, recommending, selecting, evaluating and using talented people will be based on qualities, abilities, results and contributions, instead of relying primarily on qualifications, positions or seniority.

A new point mentioned in the draft is the mechanism for using talent in the direction of assigning tasks linked to output results, expanding professional autonomy and creating conditions for them to develop their capabilities and innovate. The draft also aims to strengthen connections between the public and private sectors in attracting, using and developing talent.

The draft proposes to build a linkage mechanism between the State, businesses, higher education institutions, research institutes and innovation centers; At the same time, there is a breakthrough mechanism in mobilizing domestic and international resources to utilize and treat talented people.

The final breakthrough is to build a national talent management model based on digital data and digital transformation; Strengthen decentralization and decentralization associated with inspection and supervision. Vietnam will establish a national assessment index system on talent development to ensure the implementation of the strategy is consistent, transparent and verifiable.

According to the Government Party Committee, these six breakthrough groups are expected to create a shift in thinking and talent management methods, promoting human resources, improving innovation capacity and national competitiveness in the new era.
