Ho Chi Minh City Rolls Out Major Tech Startup Support with Up to 100% Subsidies

On June 19, Ho Chi Minh City's People's Council approved a resolution significantly expanding support for technology enterprises and innovative startups, implementing Politburo Resolution 57 on science, technology, innovation, and digital transformation, alongside Resolution 68 on private economic development.

Key subsidy levels

The resolution provides a 50% subsidy on digital transformation consulting fees, capped at 70 million VND per year for small enterprises and 170 million VND for medium-sized firms. Companies renting or purchasing digital transformation solutions receive 50% of costs covered (between 40 and 170 million VND depending on company size). Enterprises within industrial clusters qualify for 100% coverage of costs related to establishing standards and quality management systems.

Startups can receive up to 50% support for product completion and new business model development, capped at 90 million VND annually. Personnel training subsidies cover 10 million VND per domestic trainee and 90 million VND per short-term overseas trainee.

Support levels have increased approximately 70% compared to 2021 benchmarks — signaling HCMC's commitment to accelerating its local technology ecosystem.

Scope and eligible recipients

The city targets approximately 151 technology enterprises, 13 high-tech firms, and 1,500 innovative startups — representing 0.45% of the city's 415,000 total registered businesses.
