From today, July 1, Decree 174/2026/ND-CP on regulations on sanctioning administrative violations in the fields of postal, telecommunications, radio frequency, electronic transactions and information technology will officially take effect.

In particular, the prominent focus is on the regulations on the responsibility of using social networking services of community pages, community groups or content channels.

According to Point b, Clause 3, Article 95 of the Decree, in order to overcome the consequences, the violating fanpage, group or content channel can be permanently locked if one of the following acts is violated:

- Providing and sharing information that distorts history, denies revolutionary achievements, sabotages national unity, insults religion, gender discrimination, and racism that does not rise to the level of criminal prosecution;

- Disclosing information on the list of state secrets, personal privacy secrets and other secrets that do not rise to the level of criminal prosecution;

- Providing and sharing false information causes confusion among the People, causes damage to socio-economic activities, causes difficulties for the operations of state agencies or people performing public duties, infringes on the legitimate rights and interests of other agencies, organizations and individuals, but does not rise to the level of criminal prosecution.

In addition to permanent blocking, the decree also stipulates measures to force the removal of false information, misleading information or information that violates the law. At the same time, fanpages, groups, and social media channels that violate one of the above articles will be fined from 30 to 50 million VND.

In addition, Point k, Clause 1, Article 95 also stipulates a fine of 20 to 30 million VND if channel owners, community page owners and group administrators do not prevent and remove violating information, information affecting the legitimate rights and interests of organizations and individuals, as well as content related to children when requested by competent authorities.

To avoid violations, individuals and organizations operating fanpages, community groups or content channels on social networks need to pay special attention in controlling and managing posted information.

Proactively reviewing content, strengthening censorship mechanisms and promptly removing violating information helps limit legal risks and contributes to maintaining a transparent, safe and healthy information environment in cyberspace.

In the spirit of the new Decree, administrators need to increase responsibility in content orientation, avoiding the appearance of false information, distortion or negative impacts on the community.
