Faced with new practical requirements, especially the need to innovate thinking about law building, proactively prevent crime and ensure the humanity of criminal policy, the Ministry of Public Security was assigned to preside over the development of the Draft Penal Code (amended) in 2026.

Steps to contribute to the Draft Penal Code (amended) through the VNeID application
After updating the VNeID application to the latest version and the level 2 electronic identification account has been activated, readers can follow these steps to contribute to the Draft Penal Code (amended) through the VNeID application:
- First, activate the VNeID application on your smartphone and log in to your electronic identification account.
- After logging in to the application, click on "Suggestions: Draft Penal Code (amended)" on VNeID's main interface.

- Before giving their opinions, people can click on the "View document" button in the interface that appears next to preview the revised content in the Draft Penal Code, helping to provide appropriate comments.

- After viewing the amended content in the Draft Penal Code, people can return to VNeID's interface, select "Completely Agree" to agree with the entire content of the Draft and press the "Send comments" button.
In case you agree but still want to add some comments, you select "Agree with comments", then scroll down, click "Select a law that needs comments" to select articles in the Draft Penal Code (people can choose multiple laws to comment on at the same time), then enter the content of comments for each selected article in the empty box and click the "Send comments" button.

If you do not agree with the Draft Penal Code, people can select "Disapprove", then click "Select a law to comment on" to select the articles in the Draft that you do not agree with and give your comments and reasons for disapproval in the empty box, then click the "Send comments" button.
Finally, a dialog box appears informing that the people's comments have been successfully sent.
