Locked and revoked 13 million mobile SIMs whose owners were not confirmed

Circular 08 on authentication of land mobile subscription information, effective from April 15, requires users to confirm SIM usage status through the VNeID application. From August 15, subscribers who have not completed the procedure will be blocked two-way. After 5 days, August 20, if you still do not do so, your phone number will be revoked.

Sharing with VnExpress, a representative of the Department of Telecommunications - Ministry of Science and Technology said that currently 10/10 mobile telecommunications businesses have completed connection and transferred more than 115 million mobile subscription numbers to the National Population Database for review and synchronization with VNeID.

Of these, 102 million mobile numbers have been "standardized, authenticated" and integrated into people's paper wallets. About 13 million remaining numbers are having their services stopped, meaning they are two-way locked or revoked, because they have not yet completed standardization and authenticated ownership as prescribed in Circular 08.

According to the Department of Telecommunications, accurately identifying SIM users is to clarify responsibility when the subscription is used for illegal acts, such as spreading spam messages and making spam calls.

The new regulations also add authentication measures, including face authentication and confirmation of use on VNeID, to ensure that the person in the subscriber's name is also the actual person using the SIM.

The management agency said that mobile SIMs are "just one of the tools" used by bad guys to distribute spam messages and calls. Therefore, subscription control is one of the solutions to limit this situation.

In September, the Telecommunications Department will coordinate with the Department of Cyber ​​Security and High-Tech Crime Prevention and Control - A05 (Ministry of Public Security) and the Police Department for Administrative Management of Social Order - C06 (Ministry of Public Security) to inspect and evaluate the implementation of Circular 08 at mobile telecommunications businesses. At the same time, A05 is researching and amending Decree 91/2020 of the Government on combating spam messages, spam emails and spam calls.

"Legal violations will be strictly handled," the representative of the Department of Telecommunications emphasized, adding that people need to clearly understand the importance of using official SIMs. The Department recommends that people proactively report to competent authorities when receiving messages or calls that appear to be spam messages, spam calls or scams.
