(Dan Tri) - From August 15, citizens with level 2 electronic identification accounts and completing the integration of essential documents on the VNeID application will be exempted or reduced in fees for many important administrative services.

According to Resolution 66.22/2026/NQ-CP recently issued by the Government on the development of digital citizenship, the State will apply many special preferential policies to encourage people to participate in the digital environment. These policies are effective from August 15 to February 28, 2027.

A series of essential services at "zero VND level"

The most notable point of Resolution 66.22/2026/NQ-CP is the regulation on exemption of essential fees and high transaction frequency for digital citizens.

Specifically, according to Appendix II issued with Resolution 66.22/2026/NQ-CP, people when performing procedures through the online public service portal will not have to pay fees for the following services:

- Issuance of passports, travel documents, exit permits: Exemption from fees for new issuance or re-issuance of damaged or lost passports, travel documents, exit permits (normal fees are from 100,000 to 400,000 VND).

- Driving license: Exemption from fees for renewing and re-issuing national and international driving licenses (current fee 115,000 VND).

- Identification card: No fee is charged when a citizen changes from a CCCD card to an Identification card or reissues a card when lost.

- Residence registration: Exemption from fees for permanent residence registration, temporary residence, temporary residence extension and household separation.

- Criminal record: Provides free criminal record information to citizens.

- Vehicle registration: Exemption from fees for renewing and re-issuing vehicle registration certificates and license plates; temporary vehicle registration (current fee is from 35,000 to 105,000 VND).

- Civil status: Free issuance of copies of civil status extracts and birth certificates; Procedures for re-registration of birth, marriage and confirmation of marital status.

- Land use rights certificate: Free appraisal of applications for renewal, re-issuance or registration of land changes.

- Diplomas and certificates: Free issuance of copies, corrections or re-issuance of diplomas and certificates from the original book.

In addition, the VNeID application also provides free public digital signature authentication services for individuals to carry out administrative procedures in the electronic environment.

Deep reduction in registration fees for cars and motorbikes

In addition to waiving fees, Resolution 66.22/2026/NQ-CP also stipulates the reduction of fees and charges for common, high-value transactions.

Specifically, according to Appendix III issued with Resolution 66.22/2026/NQ-CP, reduced fees and charges for digital citizens include:

- 100% reduction in registration fee when registering ownership of a motorbike (only applicable once/year, maximum no more than 05 times the base salary at the time of registration fee declaration).

- 50% reduction in registration fee for cars when registering ownership (only applicable once per year, maximum no more than 5 times the base salary at the time of registration fee declaration).

- 10% reduction in registration fee for houses and land transferred when registering ownership and use rights (only applicable once/year, maximum reduction is not more than 5 times the base salary at the time of registration fee declaration).

- 50% reduction in design approval fees for fire prevention and fighting (equivalent to a minimum fee of 250,000 VND/project and a maximum of 75,000,000 VND/project).

- 50% reduction in secured transaction registration fees.

Conditions to enjoy incentives

Citizens who enjoy the policies under this Resolution are Vietnamese citizens who meet the following conditions:

- Have a level 2 electronic identity account. Citizens need to register for a level 2 electronic identity account at the local police agency where they live.

- Successfully completed the integration of 5 types of basic information and documents into the VNeID application, including: Birth certificate; Bank/e-wallet information; Social Security Account; Mobile subscription number and Electronic health book.

In addition to the above 5 basic documents, for each specific type of service, citizens need to integrate additional specialized documents corresponding to that procedure, for example, integrating a Driver's License to be exempt from the driver's license renewal fee; Integrate Land Use Rights Certificate to reduce land document appraisal fees...

- Submit applications via online public services. To log in to the online public service portal, users need to use an electronic identity account or VNeID application.

The level of each individual's preferential policies will be displayed directly on the VNeID application associated with that person's account, helping people easily monitor and control.

This resolution is considered a breakthrough step to realize the goal of putting people at the center of the national digital transformation process.
