(Dan Tri) - An important foundation in developing the semiconductor relationship between Vietnam and Japan is cooperation in developing human resources and taking advantage of each country's available advantages.

Speaking at the Vietnam - Japan Semiconductor Conference 2026 (VJSS), Deputy Minister of Science and Technology Le Xuan Dinh said that Vietnam and Japan have many complementary advantages in developing the semiconductor industry.

Japan possesses strengths in technology, especially in the fields of semiconductor materials, manufacturing equipment, precision manufacturing and quality control. Meanwhile, Vietnam has a young workforce, an expanding electronics manufacturing industry and the development orientation of the semiconductor industry.

Human resource training associated with the needs of the semiconductor value chain

According to Deputy Minister Le Xuan Dinh, cooperation between the two sides is not only aimed at training engineers but needs to become a foundation to promote research, technology transfer and help Vietnamese businesses participate more deeply in the global semiconductor supply chain.

In the semiconductor industry, high-quality human resources are a decisive factor in competitiveness. Therefore, Vietnam and Japan need to build a long-term cooperation program on human resource training according to international standards, strengthen postgraduate training links, exchange lecturers and expand internship opportunities at businesses.

Vietnam aims to train 50,000 human resources with university degrees or higher for the semiconductor industry by 2030. However, besides quantity, an important requirement is to ensure training quality, practice facilities and a team of lecturers with appropriate expertise.

Cooperation with Japan is expected to create a bridge between schools and businesses, helping students access technology and real production environments; At the same time, create conditions for lecturers, researchers and businesses of the two countries to participate in building training programs.

From research to technology commercialization

Besides training, delegates at VJSS said it is necessary to promote joint research, form strong research groups and build joint laboratories between the two countries.

In the field of semiconductors, the gap from research results to commercial products is very large. If there is a lack of connection between research institutes, universities and businesses, scientific achievements will be difficult to put into production.

Therefore, building mechanisms for intellectual property, technology transfer and commercialization of research results plays an important role. When the interests of scientists, research facilities and businesses are clearly defined, technology will have more conditions to develop from the laboratory to the market.

This orientation is also consistent with Vietnam - Japan science and technology cooperation programs. In particular, the Nexus Program between Vietnam and the Japan Science and Technology Agency (JST) aims to co-fund research in areas such as design, materials, supporting technology and semiconductor manufacturing.

Attracting investment associated with developing Vietnamese businesses

According to experts, semiconductor cooperation is not only measured by the number of investment projects but also by the ability to create pervasive value for the economy.

Vietnam aims to attract quality investment projects from Japanese businesses, while supporting domestic businesses to participate more deeply in the supply chain, from providing components, materials, equipment to technical services.

To achieve this goal, human resource training and investment attraction need to be deployed synchronously. Businesses need to participate in the training process; The school must be linked to production needs; Research activities need to target specific technological problems.

Associate Professor Dr. Bui The Duy, Director of Hanoi National University, said that Vietnam Japan University (VJU) aims to become a center connecting Vietnam - Japan in semiconductor training and research, bringing together research institutes, scientists and businesses from the two countries.

Hanoi National University is also building the National Center to Support Integrated Circuit Design, Manufacturing and Testing, creating a shared platform for training, research and cooperation in the field of semiconductors.

According to Japanese Ambassador Ito Naoki, human resource development will bring long-term value to the semiconductor industry of both countries, when both sides need to strengthen research facilities, equipment, access to knowledge and cooperation between scientists and businesses.
