According to Resolution 66.22 on digital citizen development, effective from August 15, 2026 to February 27, 2027, each individual's incentive level will be displayed on the VNeID account.

Citizens who use a level 2 VNeID electronic identification account, have integrated 5 types of basic documents (birth certificate, bank card or payment account, social security account, mobile subscription number, electronic health book) and carry out procedures via the online platform will be exempted from 10 types of fees for essential services with high transaction frequency.

Accordingly, 10 types of fees are exempted, including: registration and issuance of license plates for road motor vehicles; issuance of driving licenses; issuance of identification cards; residence registration; passports and travel documents; provide criminal record information; exploit and use information in civil status data; domestic civil status; Appraisal of dossiers for issuance of land use rights certificates; exploit and issue copies of diplomas and certificates.

In addition, 3 types of fees with high value and common transactions are also reduced by 10-100%. This section includes registration fees, fees for appraisal and approval of fire protection designs and fees for registering secured transactions. In registration fees, transferred real estate is reduced by 10%, while cars and motorbikes are reduced by 50% and 100%, respectively.

With high-value transactions, citizens need to integrate related documents such as land use rights information and corresponding vehicle registration, in addition to the requirements as with free transactions.

The new policy aims to motivate citizens to participate in the digital environment, update and integrate personal information into electronic identity accounts and national databases. VNeID, the national identification application, will serve as a platform to support the implementation and payment of public services, ensuring smooth operation and meeting the requirements of processing large transaction volumes.

In addition, the state encourages and creates conditions for organizations and businesses providing digital products and services to deploy incentive programs, ticket discounts, service discounts or other forms of promotion for citizens who meet the conditions for information integration and level 2 electronic identification, according to the Resolution.
