On July 21, at the closing ceremony of Program No. 14 on coordinating science and technology activities between the two Ministries for the period 2021-2025, the Ministry of Public Security said the two sides have achieved many important results.

In particular, the tasks of research, application of science and technology, innovation and digital transformation have directly served the process of building the People's Police force. Scientific research activities are assessed to contribute to improving the research, training and technology mastery capacity of the scientific team in the Police force, forming high-quality human resources in strategic technology fields; contributing to promoting the formation and development of the security industry in a modern, dual-use direction, capable of serving both the task of ensuring national security and socio-economic development.

At the event, Minister of Science and Technology Vu Hai Quan said that the coordination work "has had many strong changes, becoming more and more substantive, effective and in-depth".

The Minister said the two sides maintain a synchronous coordination mechanism from building institutions, determining tasks, allocating resources to organizing implementation and evaluating results. Functional units also regularly discuss and promptly remove difficulties and obstacles during the implementation process.

In the period from 2021 to present, the Ministry of Science and Technology has been supporting units under the Ministry of Public Security to carry out research on 18 national-level science and technology tasks.

"Many research results are directly and effectively applied to practical police work," the Minister said, mentioning some examples such as the facial recognition artificial intelligence application system; monitoring and data analysis system for high-tech crime prevention; network security platform...

In the field of standards, the two sides appraised and published 55 national standards and evaluated and commented on 10 national technical regulations; coordinate to approve a plan to develop 8 national standards on cybersecurity.

In the field of measurement, the two Ministries inspected and calibrated over 8,700 measuring vehicles and equipment to serve the work of the People's Public Security force.

As for the field of certification of conformity and testing, the two sides certified conformity for 36 types of trip monitoring devices and driver image recording devices; At the same time, certifying compliance for 5 types of equipment in the monitoring system to ensure security, order and road traffic safety.

"It can be affirmed that Program No. 14 between the two Ministries not only contributes to improving the capacity of science, technology, innovation and digital transformation in the People's Public Security, but also directly contributes to socio-economic development, enhances national governance capacity and firmly protects national security in the context of widespread digital transformation," Minister Vu Hai Quan said.

Minister of Public Security Luong Tam Quang also assessed that the two ministries have closely coordinated in advising on institutional improvement; develop and implement key science and technology programs; Promote research and application of modern science and technology in police work.

In the new context, he emphasized that coordination needs to be raised to a higher level. "Coordinating and effectively deploying science and technology activities contributes to improving national security potential, implementing strategic autonomy in security and order, and ensuring the correct and successful implementation of the Party's strategic policy on breakthrough scientific development, innovation and national digital transformation, repelling and neutralizing all risks and challenges," he said.

At the event, the two ministries signed a coordination program for the period 2026-2030. Minister Vu Hai Quan proposed that the two sides continue to improve institutions on science, technology, innovation and digital transformation, with priority given to risk-taking mechanisms in research and controlled testing (sandbox), attracting leading experts in strategic technology to effectively implement Resolution 57.

He emphasized the need to move from administrative management to digital governance, improving the effectiveness of coordination between the standing agency of Steering Committee 57 of the Ministry of Public Security and the Working Group on science, technology, innovation and digital transformation of the Ministry of Science and Technology. According to the Minister, the two sides need to strengthen security and safety in the fields of science, technology, innovation and digital transformation, especially in the fields of intellectual property, standards, measurement, quality and international cooperation projects.

In addition, he suggested focusing on immediately implementing strategic technology development tasks, evaluating this as a particularly important task, and at the same time it is necessary to soon form strong research groups and build a team of leading industry experts to create specific products.

Minister of Public Security Luong Tam Quang also requested that police units and localities, immediately after the coordination program is issued by the two ministries, need to be proactive and drastic in building, promulgating plans and organizing implementation.

He also requested that units in the Ministry of Public Security and local police continue to coordinate with functional units under the Ministry of Science and Technology and the Department of Science and Technology of localities to overcome difficulties and shortcomings and effectively deploy science and technology research and application activities to serve police work.

"Continue to strongly innovate management methods and organize the implementation of tasks in the direction of clear people, clear tasks, clear progress, clear responsibilities and ensure that tasks must have specific products and clear application addresses; measure and tally output efficiency to directly serve the work and combat requirements of the People's Public Security force", Minister Luong Tam Quang emphasized.
