New regulations on surveillance cameras from July 1

This is the first time Vietnam has issued cybersecurity standards specifically for IP cameras. The move is considered an important step to improve the safety level for Internet-connected surveillance cameras and enhance user data protection.

One of the most notable requirements is the default password used on the camera. Previously, all types of cameras used the same default password from the manufacturer. This is the main reason why thousands of surveillance cameras in Vietnam are easily penetrated.

The new standard requires each IP camera to use a separate and unique password, or requires users to set a new password immediately after installation and first use. Camera manufacturers must apply authentication mechanisms that are resistant to automated password scanning tools.

In addition, the device must also be equipped with a function that allows users to erase personal data, private settings and encryption keys directly on the device to ensure safety when needing to liquidate or transfer the device.

Regarding transparency, camera manufacturers must describe in detail the types of data that the device collects, from images and sounds to biometric information or geographical location. At the same time, manufacturers must have a mechanism for users to confirm or revoke consent to this collection.

The new standard also stipulates that IP cameras must be able to allow users to store data on servers in Vietnam. This helps minimize the risk of data being transferred abroad.

In addition, companies must clearly announce warranty periods and software updates. Devices need to automatically notify when patches are available to prevent security vulnerabilities.

To enhance convenience and stability, the new standard requires devices to be able to restore operations and reconnect sequentially after a power or network failure without requiring user reconfiguration.

The standard applies to all domestic and foreign organizations and individuals that produce, trade or import IP cameras in the Vietnamese market. With support from this legal framework, users will be better protected against the risk of leaking sensitive and private images without having to be a cybersecurity expert.
