'Ho Chi Minh City has many advantages in developing digital citizens'

The information was said by Mr. Truong Minh Huy Vu at the Digital Citizenship Festival and the Launching Ceremony of the 2026 Lifelong Learning Response Week, on the morning of October 9.

Another advantage, according to Mr. Vu, the city has businesses that develop solutions from hardware, data to application software, creating conditions for technology to be connected and put into practice. Many digital skills dissemination and training programs have been implemented. The Popular Digital Education Program organizes thousands of classes in wards and communes; The education sector has trained more than 80,000 officials, of which about 15,000 have received intensive training in data and artificial intelligence. The city also has 295 community learning centers.

These programs contribute to forming a foundation connecting physical space and the digital environment, helping people access learning activities, services and knowledge.

However, he also acknowledged that the big challenge is connecting and exploiting data effectively. Data present in many places does not mean it can be used conveniently, accurately and meets the right needs. The city needs to continue to research and improve digital skills so that people not only use technology but also know how to find necessary information, evaluate content and proactively access knowledge.

According to him, to encourage people to access technology and participate in learning, platforms need to create excitement and convenience. If the registration and login process is too complicated or too difficult to use, it will be difficult for people to access and maintain the habit.

With the Ho Chi Minh City Digital Citizen application, where public services are integrated, city leaders recommend that when using, people encounter problems, notice limitations, and need to give suggestions to the implementing unit to overcome and improve.

Another requirement is to improve people's ability to actively receive knowledge. Mr. Vu believes that digital platforms are using algorithms to select and distribute content based on user behavior.

"Just stop somewhere for 3 seconds, the platform's algorithm already knows and coordinates the content for you," he said. Therefore, according to him, people need to proactively choose learning content, know how to search and evaluate information, instead of letting algorithms decide what they access.
