On June 11, Ho Chi Minh City People's Committee held a conference to pilot the smart urban model at commune level. This is a strategic task to concretize the city's policy of promoting digital transformation and building a digital government.

Speaking at the conference, Director of Ho Chi Minh City Department of Science and Technology Lam Dinh Thang said that the model aims to improve the efficiency of direction and administration through the application of technology platforms such as digital twin and intelligent operating center (IOC).

In the coming time, the city will focus on perfecting the set of criteria, standards and reference models to gradually replicate throughout the area, forming an interconnection and data sharing platform, contributing to building a modern, safe urban environment, improving the effectiveness and efficiency of State management.

Recently, the Department of Science and Technology has chaired and coordinated with departments, branches, localities and relevant units to conduct field surveys, evaluate the current state of digital infrastructure, digital data and management and administration needs to research and pilot the commune-level smart urban model.

Based on the survey results, the Department of Science and Technology proposed to pilot 2 groups of models. The first model is "Comprehensive digital transformation of Con Dao special zone - Smart special zone".

The model initially forms a digital space to serve centralized management, integrate management data on the digital map platform, and create a basis for connecting specialized systems in the next stage. The application of digital twin technology in Con Dao special zone contributes to digitizing the management space, supporting direction in the fields of land, planning - construction, natural resources - environment, security, traffic and socio-economics.

The second model is to deploy commune-level smart urban facilities in Phu Nhuan ward and Vung Tau ward.

For this model, the parties agreed to choose two key solution groups, including: Dashboard system for direction and management and digital twin system for urban security monitoring.

The dashboard system allows digitizing the reporting process, tracking socio-economic development indicators in real time, and supporting local leaders to operate based on data.

The digital twin urban security monitoring solution is built on a digital map platform, connecting existing camera systems and applying artificial intelligence to identify vehicles, license plates, measure traffic flow, detect violations, identify unusual crowds, violent behavior, and support tracing and early warning of arising situations related to security and order.

Particularly in Vung Tau ward, the solution has been expanded to help warn residents and tourists in potentially dangerous swimming areas.

Speaking at the pilot implementation program of commune-level smart urban models, Vice Chairman of Ho Chi Minh City People's Committee Nguyen Manh Cuong said that the implementation of the models comes from practical requirements in the process of operating 2-level local governments. Through an initial review, many localities have not yet established a management and operating method based on a complete, accurate and synchronously updated data system.

"The current requirement is to gradually build a modern, smarter management method, based on digital data and the application of science and technology. This is the foundation to improve management quality and better serve people and businesses," said Vice Chairman of Ho Chi Minh City People's Committee.

Mr. Nguyen Manh Cuong emphasized that the goal of digital transformation is not only to apply technology but also to change the way the administrative apparatus operates. When management activities are based on complete, accurate and interconnected data, serving people and businesses will be faster, more convenient and more transparent.
