Vietnam shares with Australia how to promote people's adoption of AI
At the meeting on August 11 between the Australian Minister of Industry, Science and Natural Resources and the Vietnamese Ministry of Science and Technology, Minister Tim Ayres asked Vietnam to share experiences in receiving and deploying artificial intelligence.
According to Mr. Tim Ayres, Australia has issued a National Strategy on AI, which is facing many challenges in the implementation process. Referring to the information he read as well as the reality he felt during his visit in 2022, he assessed that Vietnam has a high speed of digital economic application and a dynamic digital economy. "I was really impressed when I came to Vietnam because the digital economy is deeply ingrained in the operations of businesses, including the smallest businesses," he said.
Facing the increasingly strong trend of AI adoption in the world, the Australian Minister questioned how Vietnam promotes AI Adoption.
"We also want to hear more from the Vietnamese side. What have you done with AI? Besides research, development and application, what strategy do you have to receive AI? What challenges do you face when receiving it and how do you solve it?", the Australian Minister asked.
Sharing about this question, Minister of Science and Technology Vu Hai Quan said that Vietnam is implementing strong digital transformation in the country's governance, and this is the foundation to gradually bring AI into the operations of both the public sector and the economy.
One of the first steps is to deploy VNeID electronic identification. Each citizen has an identification number, integrating public administrative applications and related services into one application. Vietnam has built an overall Digital National Architecture Framework, which defines the levels of governance from central to local levels. One of the operating principles is "reuse according to regulations to reduce the need to re-provide information and documents to people and businesses".
"The goal is to bring the most convenience to people," he said. From this foundation, Vietnam introduces the concept of "AI First" into the overall Architecture Framework, with the direction of gradually bringing AI into national governance, public services and business support.
In this strategy, he also emphasized "AI sovereignty" (AI Sovereignty). Accordingly, the process of adopting and developing AI is based on three pillars including infrastructure, data and people.
A special feature of Vietnam, according to Minister Vu Hai Quan, is applying the approach of both implementing and perfecting policies. During the law-making process, management agencies continue to listen and receive opinions to amend and improve, instead of waiting.
This approach received approval from Minister Tim Ayres. He said that what Minister Vu Hai Quan shared "sounds very similar to Australia", in which the concept of "AI sovereignty" is also a focus of this country.
Mr. Tim Ayres also appreciated the fact that Vietnam places people as one of the three pillars of the AI strategy. According to him, this approach helps people feel confident, comfortable and feel the benefits of technology.
Emphasizing the issue that "with AI, no one dares to say they know everything", the Australian Minister also agreed with Vietnam's approach, in the direction of "doing, learning, and improving".
The conversation about AI takes place when Vietnam and Australia are expanding cooperation in science, technology and innovation. During the meeting of General Secretary and President To Lam with Australian Prime Minister Anthony Albanese on the morning of August 11, the two sides agreed to promote strong cooperation in the field of technology, including AI.
During the meeting between the Vietnamese Ministry of Science and Technology and the Australian Ministry of Industry, Science and Natural Resources, Minister Vu Hai Quan also made proposals such as establishing a joint research fund; shifting from training cooperation to research and innovation cooperation; Expand cooperation in marine technology. These proposals received a positive response from Minister Tim Ayres.
