Vietnam aims to commercialize 15 strategic technology products
The goal is stated in the special national science, technology and innovation program on strategic technology, according to Decision 1493 issued by the Prime Minister on August 6.
By 2035, Vietnam aims to master 6 strategic technologies, develop and commercialize at least 25 strategic technology products. Commercialized strategic technology products must achieve a minimum localization rate of 40%, with at least 30 domestic enterprises participating. Of these, 10 businesses have strategic technology products in the global value chain.
At the Conference to disseminate documents guiding the implementation of strategic technology research and development tasks, on August 10, Deputy Minister of Science and Technology Le Xuan Dinh stated "three core requirements" to implement strategic technology tasks in the coming time.
First, manage according to output results instead of being heavy on procedures. According to him, strategic technology cannot be managed with conventional administrative thinking.
The new document system is designed to strongly shift from input management to output management, expenditures, products and progress milestones. "We will give maximum initiative to the implementing unit, along with a transparent accountability mechanism," he said.
Second, start from the actual problem instead of the proposed task. The program does not seek simple tasks but aims to find solutions to the country's technological problems. Therefore, the implementer must answer the question of what strategic technology Vietnam needs to master, what the final strategic product is and which business will be the leading force.
Due to limited State resources, tasks need to focus on stages that the market cannot resolve on its own. Enterprises are required to participate substantially right from the stage of determining tasks to ensure that research results can enter the market and immediately serve production and life.
Third requirement, results must be measured by actual technological capacity. With strategic technology, according to Mr. Dinh, reports or scientific articles are just a means, while the ability to master technology and applied products is the destination. He suggested that units must focus on speed, "because technology changes every day".
Deputy Minister Le Xuan Dinh requested ministries, branches and localities to proactively identify priority problems based on practical requirements and competitive advantages. Research institutes, universities, and businesses prepare resources and strengthen links, considering this an opportunity to build long-term technological capacity.
The action motto stated by the Deputy Minister is "take the country's problem as the starting point, take the strategic technology that needs to be mastered as the goal, take strategic technology products as the output and take businesses and the market as the place to verify".
The strategic technology list was issued by the Government in early May, including 10 technology groups and 30 strategic technology products prioritized for development.
The 10 technology groups cover many fields, including: digital technology; next generation mobile network technology; robotics and automation; advanced biotechnology and biomedicine; advanced energy and materials technology; semiconductor chip technology; cybersecurity and quantum technology; marine, ocean and underground technology; aviation and space technology; high-speed rail and urban rail technology.
In particular, digital technology is identified as the central group, with AI, big data, digital twin, cloud computing, edge computing, Internet of Things and blockchain. This is the foundation for national digital transformation and digital economic development.
The 30 strategic technology products are divided into two groups. The first group includes 22 products that already have a market and can create a direct impact on economic development. The remaining 8 products are fundamental for the future, creating new growth drivers and ensuring autonomy in security and defense.
