On July 11, the Party Central Office announced the conclusions of General Secretary and President To Lam at the thematic session on digital transformation in the political system.

According to the conclusion, after more than a year of implementing Resolution 57, digital transformation in the political system has achieved many positive results. Awareness at all levels has been raised; Institutions and policies are gradually improved; Many laws on data, digital transformation and artificial intelligence have been issued. Important digital platforms and databases have been built and put into operation; Processing electronic documents, online meetings, providing online public services and exploiting population data and electronic identification are increasingly effective.

However, the General Secretary and President said that resources for digital transformation have not been used adequately. The new disbursement rate reached more than 12.2%, lower than the average public investment disbursement rate of the country. While many systems, platforms and databases have been invested, communication, sharing and data exploitation are still limited.

At the commune level, many software and databases are scattered and lacking connection. Officials and civil servants must simultaneously use many systems deployed by central and local agencies, leading to overlap, increasing workload and affecting the quality of service to people and businesses. This situation reflects fragmented investment, lack of standardization, and unclear responsibilities for integrating and using the system.

The General Secretary and President requested agencies to quickly and completely handle overdue tasks and outstanding documents; Promote the construction and exploitation of data and shared platforms. Data must be managed, connected and shared according to the principles of "correct, sufficient, clean, live, unified, shared", creating practical value for people and businesses.

Agencies are also assigned to continue implementing identification of vehicles and unmanned aerial vehicles (UAVs), and soon connect VNeID with the electronic identification system of Singapore and ASEAN countries.

Digital infrastructure from central to commune level needs to continue to be improved, ensuring enough equipment, connections, platforms and human resources to operate effectively. Administrative procedure reform needs to be associated with digital transformation, completing the National Public Service Portal and not requiring people and businesses to re-provide information that is already in databases that can be exploited and reused.

According to the conclusion, the quality of online public services must be evaluated by the actual level of use, convenience as well as time and cost savings for people and businesses, instead of just based on the number of procedures provided online.

The General Secretary and President emphasized that AI is an important support tool but does not replace human responsibility, authority and decisions. The application of AI must be for the right purpose, with the right authority, responsible and avoid abuse.

He also required that all information systems, databases and digital platforms must be designed, built and operated to ensure security and safety from the beginning, absolutely not allowing national data, data of people and businesses to be leaked, traded or illegally exploited.
