Data processing problem in digital transformation of Party work in Thai Nguyen
(Dan Tri) - Thai Nguyen is strongly implementing digital transformation in Party work. More than one million electronic documents, about 300 paperless meetings per week, more than 144,400 party members are connected on a digital platform.
Digitizing Party work in a highland commune
About 60km from the center of Thai Nguyen city, Sang Moc is a highland commune with many difficult conditions. The locality has 12 affiliated party cells, managing 250 party members.
"Ethnic minorities account for 99% of the local population, of which the Tay ethnic group is the majority," informed Mr. Hoang Anh Duc, Secretary of the Party Committee of Sang Moc commune.
Digital transformation in Party work here starts with very specific things: Can officials use the software or not, can party members log into the application or not, is the transmission line stable enough for a cell to organize activities in the digital environment...

Twitter must organize party members to come to the center to activate their accounts, and at the same time guide attendance and use of software functions.

Mr. Nguyen Van Quan, Member of the Commune Party Executive Committee, Deputy Chief of the Sang Moc Commune Party Committee Office, said that this reality is both a difficulty and a requirement to innovate the way of propaganda, guidance and organization of implementation in a practical, easy-to-use direction, suitable for each target group.
From mainly exchanging and handling work using paper documents or manual methods, commune officials gradually use the Operational Management Information System, electronic Party Member Handbook and eCabinet paperless meeting rooms. Receiving documents, transferring and processing, looking up documents, monitoring progress or preparing meeting documents is thus done faster and more conveniently.
However, reality in Sang Moc also shows one thing: bringing a platform to the grassroots level does not mean digital transformation has been completed.
The area is large, the population is unevenly distributed, and some party cells still have difficulty with equipment, transmission lines and digital skills. Even if a well-designed system is not fully effective, it is difficult for users to access it regularly.
Therefore, digital transformation in Party work is first and foremost a change in the thinking and working methods of officials and party members; Technology is the tool to realize that change.
Every activity in Party work creates data
Along with Dong Thap, Lang Son, Thai Nguyen is one of three local party committees selected to pilot the electronic Party Member Handbook application, from August 25, 2025 to October 15, 2025, before the platform is replicated across the country.
To date, the Operational Management Information System has been deployed to 100% of party committees, including 121 units with 5,389 users. More than 921,000 incoming documents and 106,000 outgoing documents have been processed on the system, gradually forming a continuous flow of electronic documents from the central level to the commune level.
The most noticeable change is the speed of processing work. Officials can receive, process, digitally sign, look up and track progress in the electronic environment; The time for circulating documents and conveying instructions is reduced by about 70-80%.
The value of this process is not simply that documents are transferred faster. When a document is received, processed and digitally signed, the system simultaneously records the processing process. Once a task is assigned, progress can be tracked. Data that was previously scattered in paper records is gradually being formed and concentrated in the electronic environment.
Similar changes take place at each meeting. The eCabinet paperless meeting room currently serves an average of about 300 meetings per week, helping to reduce about 14,400 hours of document preparation and save about 1.3 billion VND in printing costs each year. From preparation and organization of meetings to promulgation and monitoring of conclusions, information is maintained in a unified cycle.
With the electronic Party Member Handbook, more than 144,400 party members belonging to 5,142 party cells have been connected on the platform. More than 2,220 documents and 13,590 comments have been updated and managed on the system.
Every document circulated, every meeting held, every opinion recorded creates more data about the operation of the party organization. At that time, the problem of digital transformation began to change.
It's not just about how much activity has been brought to the digital environment, but more importantly how the data created can be used.
From generated data to usable data
Digitization helps data form faster, but it does not automatically make data useful. A large volume of data that lacks updates, duplicates, is inconsistent in structure or cannot be connected between systems is still very difficult to exploit.
If you want data to become an input for analysis and decision making, you must first ensure that the data is "correct, sufficient, clean, and alive"; This helps to accurately reflect reality, fully meet management requirements, be standardized and regularly updated.

This is also an important step in digital transformation: from building platforms to organizing and exploiting data.
Since the beginning of 2026, Viettel Thai Nguyen has coordinated with the province to survey 139 specialized databases in 21 departments and branches to evaluate the current state of digitalization, quality and data connectivity, as a basis for building a plan to develop specialized data and shared data in the 2026-2027 period.
Lieutenant Colonel Vu Hong Quan, Director of Viettel Thai Nguyen, said that when the digital platforms have been put into operation, the next task is to evaluate how much data has been formed, what is the level of digitization, and whether the data is qualified to connect, analyze, and serve operations or not.
At the same time, the unit participated in consulting on piloting the province's data center, including a data warehouse and smart operating system with 10 initial scenarios to serve management and administration.
If digital platforms help move operations from paper to an electronic environment, shared data warehouses go a step further: bringing information residing in many different systems into a structure that can be connected, analyzed and used.
At that time, instead of waiting to synthesize many individual reports, leaders can exploit information from unified data sources, track targets, identify problems and have more grounds for decisions, and support leadership and direction.
According to the Thai Nguyen Provincial Party Committee Office, digital transformation is gradually changing the leadership, direction and administration methods of the Provincial Party Committee towards faster, more timely, clear responsibilities and more convenient in monitoring and controlling work progress. Previously, many processing steps still depended on paper records, direct exchange and manual synthesis; Nowadays, sending, receiving, processing documents, assigning tasks and tracking progress are increasingly done in a digital environment.
To date, the Operational Management Information System in party agencies has been deployed to 92/92 units, gradually forming a relatively uniform electronic working environment in the province's Party agencies.
Good data starts from the ground up
The story in Sang Moc commune shows that the gap from a digital platform to data-based operations sometimes starts with very small problems.
A party member who is not proficient in using a smartphone may cause information to not be updated in a timely manner. An area with Internet but no phone signal may interrupt account activation. An inconsistently entered data field can create bias when aggregated on a larger scale...
In other words, the quality of the data picture at the provincial level is formed from the quality of each data at the grassroots level.
Therefore, along with investing in the foundation, infrastructure and connecting systems, an equally important requirement is to improve digital skills for officials and party members; standardize the way information is updated; Clearly define responsibility for each data source and maintain data regularly and continuously.
Digital transformation in Party work is therefore not just a story of technology.
From digitizing documents, digital signing, paperless meetings to connecting information with party members, Thai Nguyen has gradually formed the foundation of a digital working environment. But when the platforms have been put into operation and the amount of data is increasingly large, a new requirement is posed: turning data into a tool for leadership, direction and administration.
When data is standardized, connected and exploited, party committees can understand the situation more fully, monitor work more closely and have more grounds to make timely decisions. That is also the time when digital transformation goes from changing tools to changing leadership and direction methods.
