'Digital transformation must start from the problem, not the product'

Shared by Deputy Minister of Science and Technology Pham Duc Long in the conclusion of the program to celebrate National Digital Transformation Day, held on the morning of October 9 in Hanoi.
After listening to the sharing of localities and businesses at the event, Deputy Minister Pham Duc Long emphasized that digital transformation needs to achieve the ultimate result of solving local problems, solving problems of people and businesses.
According to him, the way of doing digital transformation needs to change, from bringing technology products locally to identifying actual problems that need to be solved. Localities must first identify specific problems of people and businesses, then find solutions to fully solve these problems. Only then can the effectiveness of digital transformation be truly evaluated.
He cited the situation in which many localities have deployed Intelligent Monitoring and Operation Center - IOC systems, but local leaders "basically do not use them". The reason is that the system has not solved the problem of actual direction and administration, nor has it met the needs of people and businesses in the area.

The Ministry of Science and Technology will work with the locality to the end
In his opening remarks, Minister of Science and Technology Vu Hai Quan asked units doing digital transformation to create real results and measurable values. "Productivity must be higher, costs must be lower, services must be more convenient and competitiveness must be improved more strongly," he demanded.
According to Deputy Minister Pham Duc Long, in 2027, the Ministry of Science and Technology will increase the level of cooperation with ministries, branches, localities and businesses, after a period of focusing on building institutions and issuing documents and instructions.
With the Digital National Overall Architecture Framework, the Ministry will proactively build and promulgate its own ministerial-level architectural framework in advance so that ministries and branches can refer to it. At the same time, the Ministry of Science and Technology directly accompanies localities to complete the provincial architectural framework, then replicate the approach. In smart urban development, the Ministry will work with localities to synthesize practical problems that have been successfully solved into typical situations, from which each place chooses applications that suit their needs.

One emphasized content is commune-level digital transformation. According to the Deputy Minister, the Ministry will coordinate with a number of localities to deploy model models, clearly identifying problems within the scope of solution of the shared platform and provincial-level issues that need to be handled. Once resolved and with clear results, the model will be replicated.
In addition, the Ministry will focus on supporting small and medium-sized enterprises and business households, with the requirement that digital transformation solutions must create specific value; Pilot training of commune-level specialized officials in 20 communes, training community digital technology teams.
Previously, the Ministry of Science and Technology also developed the Digital National Overall Architecture Framework, which was issued by the Government at the end of July. According to Director of the National Digital Transformation Department Tran Duy Ninh, the Digital National Overall Architecture Framework serves as a common basis for building, developing, upgrading and operating digital systems, creating a basis for connection, interconnection, inheritance and limiting scattered and duplicate investments, with the ultimate goal of serving people and businesses.
The implementation of the framework is expected to create shifts: from individual construction to following the national framework; from private investment to joint use of platforms; from document-based architecture storage to tools for monitoring and assessing compliance levels; and from manual reporting to reporting using online data and KPIs.
Ministries, branches and localities must complete their architectural framework before January 29, 2027. This process includes a comprehensive review of infrastructure, systems, platforms, data, and digital services; Determine target architecture and conversion plan; then finalize, consult and promulgate.
The Ministry of Science and Technology also built a KPI system to measure compliance levels and substantive results, and developed the National Digital Architecture Management System (NAT), expected to be operational by the end of 2027.
