(Dan Tri) - From September 28, VNeID may be automatically locked by the system in some cases, including cases where the mobile subscriber number used to register the account has changed and is no longer the original owner.

Decree 320/2026/ND-CP takes effect from September 28. Clause 1, Article 8 of this Decree regulates the order and procedures for locking and unlocking electronic identification accounts as follows:

- The electronic identification and authentication system automatically locks and unlocks a citizen's electronic identification account when the citizen's electronic identity card is locked or unlocked.

- The electronic identification and authentication system automatically locks a citizen's electronic identification account when the mobile subscription number that the citizen uses to register an electronic identification account has changed and is not authentic.

Thus, the electronic identity account will be locked in case the person's electronic identity is locked or the VNeID registered phone number has been changed and is no longer the owner.

Those who violate the above regulations will not be able to log in to the VNeID application because the electronic identity account has been locked.

According to the old regulations in Article 10 of Decree 69/2024/ND-CP, citizens are required to provide their primary mobile phone number or email address when registering for an electronic identity account.

The new regulations add a mechanism to automatically lock electronic identity accounts to increase the ability to authenticate users, limit the situation of accounts linked to old phone numbers, phone numbers whose names have been changed or are not under the account owner's rights to use.

Therefore, people who are using SIM cards that are not owned by their owners, are in someone else's name or have changed their phone numbers should check the information on VNeID to avoid having their electronic identification accounts locked. To do this, follow these steps:

- Activate the VNeID application on your phone and log in to your electronic identity account.

- From the main interface of the application, select "Identification card/CCCD" in the "Favorite utilities" section. Enter the password to protect your information to continue.

At the interface that appears, select "Electronic ID". Immediately, your personal information will be listed fully and in detail. At this interface, scroll down and check the information "Mobile subscriber number registered for identification account".

If the phone number used to register your electronic identity account is the mobile phone number you are using, your electronic identity account will not be affected and can continue to be used normally.

In case the phone number being used is different from the mobile subscription number used to register the identity account or the electronic identity account is locked so you cannot log in to the VNeID application, people need to contact the police agency where they live for assistance in updating information and unlocking the electronic identity account.
